If your game is 2D pixel art you can probably use a different, simpler system to manage your tiled maps. Tiled to Unity will help you more if you are making a 3D or 2.5D game. OBEY has been fairly moribund for a while. But your best bet is posting on the Steam forums. There are posts there every once in a while with other players who want to get together to play

Steam allows you to make a group:
You click on your name at the top of Steam > groups > and then at the top you can create your own group.

You can associate it with OBEY or whatever you like and invite whoever you want

I would use a network sniffer to see what a regular client of undernet does.
Then you can mimic that same thing with your client.

The return PONG might just need to be in a particular format or syntax that you are not using.
